@polychrome and been like that for a while, I've only been able to "disable" it on my S6.
@trini apparently you can force uninstall the baked in uninstallable applications via adb:
pm uninstall -k --user 0 <name of package>
No need for root.
Haven't tried it myself - don't have one of those smartphone models.
